Streams are the sector's all-time leading complaint themes (by adverse-finding volume); everything else is grouped into 'Other themes'. Complaints-upheld % and severe-maladministration count are both drawn from the same yearly determination set. Sector-aggregate only; no landlord is named. The current year is a part-year.
